Anchorpoint Begins HKDAP Stablecoin Rollout in Hong Kong
OSL said on August 12, 2026 that it had become one of the first authorised distributors participating in HKDAP Beta Access, described as the initial rollout phase for the stablecoin, according to the release . For related coverage, see Artificial Intelligence Summit –Malaysia 2026 .
Anchorpoint has begun the HKDAP stablecoin rollout in Hong Kong, with digital asset platform OSL confirming on August 12, 2026 that it is one of the first authorised distributors participating in HKDAP Beta Access, the initial phase making the regulated Hong Kong dollar stablecoin available to professional investors.
HKDAP rollout starts with beta access through OSL
OSL said on August 12, 2026 that it had become one of the first authorised distributors participating in HKDAP Beta Access, described as the initial rollout phase for the stablecoin, according to the release. For related coverage, see Artificial Intelligence Summit –Malaysia 2026.
The rollout begins with Beta Access rather than a broad retail launch. During this phase, HKDAP is being made available to professional investors through OSL HK, not to the general public. For related coverage, see Fintech Revolution Summit –Singapore 2026.
OSL HK is the named distributor in the initial rollout and will provide on- and off-ramp, exchange, trading, and settlement services between fiat currency and HKDAP for those investors. For related coverage, see Cyber ThaiX 2026.
How Anchorpoint is distributing HKDAP under Hong Kong’s licensing framework
Anchorpoint is the licensed issuer behind HKDAP. Standard Chartered said on April 10, 2026 that Anchorpoint was among the first two firms granted a stablecoin issuer licence by the Hong Kong Monetary Authority, and that HKDAP would be distributed through a B2B2C model using authorised distributors, per the bank’s statement. The distributor model is part of the product design rather than an afterthought. HKDAP reaches end users through authorised intermediaries like OSL instead of being issued directly by Anchorpoint to holders.
The launch sits within Hong Kong’s Stablecoins Ordinance, which took effect on August 1, 2025 and provides the regulatory framework under which the HKMA licenses issuers. This year has seen a steady tightening of digital-asset oversight across the region, following enforcement actions such as the CFTC’s suit against Goliath Ventures in other jurisdictions.
What use cases Anchorpoint and OSL are prioritizing first
OSL said the first use cases it will prioritise during Beta Access are tokenised finance, trade finance, and cross-border payments, framing these as the early targets that define the rollout thesis.
The Block reported that Anchorpoint’s initial focus includes cross-border payments and the settlement and distribution of tokenized real-world assets, echoing the deployment goals named by OSL. These remain deployment objectives rather than evidence of adoption at scale.
The rollout builds on earlier technical work. On May 13, 2026, OSL and Anchorpoint said they completed HKDAP test transfers on Ethereum mainnet covering fiat funding into reserve assets, minting, transfer, and full redemption, according to OSL.
Separately, HashKey Exchange joined the rollout as a distribution partner and completed its first HKDAP minting and redemption transaction, according to unconfirmed reports from The Block that cited a HashKey statement not independently verified. The Block also reported, on a single-source basis, that the HKMA received 36 applications before licensing Anchorpoint and one other issuer.
HKDAP enters a stablecoin market dominated by dollar tokens
HKDAP is not yet publicly listed on market trackers, so its scale can only be read against established benchmarks. Tether, the largest stablecoin, carried a market capitalisation of about $183.03 billion with roughly $35.6 billion in 24-hour volume, underscoring how dollar-pegged tokens still dominate the sector a Hong Kong dollar stablecoin is now entering.
Broader sentiment remains cautious as the rollout begins. The Crypto Fear & Greed Index read 27, a “Fear” classification, signalling a subdued market backdrop for new product launches.
